As per the Right to Education Act, no child should discontinue education because of the delay in issuing a TC. … No school has any authority to deny the issuance of the transfer certificates and other documents when the children opt to move to other schools. Under right of education act Section 5 provides children the right to seek transfer from a Government or
Government aided school to another such school in order to complete elementary education and for immediate issue of Transfer Certificate to a child seeking admission to another school. It provides that delay in producing Transfer Certificate shall not be a reason for denying or delaying admission in another school.if school is not willing to provide TC complain to board to which school is affiliated .

If the school is not giving you TC then also you can complaint to education board.
