Its upto the discretion of the college’s administration whether to grant the NOC or not depending upon their rules and regulations. kindly look into the your college handbook for the same.

However, UGC has clear directions that the University can not deny NOC and that they can not charge total fees from student but having Rules are one thing but getting them enforced is altogether a different thing.
