First you have to check title clear certificate of this entire land and property and contact at mcd office and inquire about this construction. or you can give application in mcd to know whether the construction is legal or not without plan pass it is very risky to purchase this property.
Map needs to be registered unless it is registered no bank will give funds against the same, only NBFC can assist you in this matter. Hence take your decision as per your financial capacity and act accordingly.
The Municipal Corporation of Delhi has decided to approve the maps of urbanised and rural village houses after the proposal gets a nod from the Lieutenant Governors office.
According to chief town planner,MCD,the decision was taken after a notification was sent to the agency for making the layout plan of an area mandatory.
It will be better to buy the property incw the map is approved by the MCD.
The banks also will not gove you loan on a property whose map is not appproved by the MCD.
It will be safer option to wait and chcek whether the map is approved by the mcd then go ahead with the process as that would be much safer.
