.Generally, along with your consolidated marksheet and provisional certificate, the college will hand over your original documents to you. You might need that for further admission and/or jobs. After that, the degree certificate is given on convocation day.
You can either write an application to the college authorities (probably the Dean/HOD/Registrar etc.) or you can drop an e-mail mentioning your urgent needs for getting back the original documents. Under certain emergency conditions, the college authorities give it back. No college has any legal right to hold back or deny your certificate unless you’re at fault. It is the college’s regular practice to harass the student. Write a letter to college management that you want to cancel the admission and inform them about the person who is demanding the four-year fees.
Politely state to them that if my issue is not resolved, I will approach the AICTE, concerned university, and other controlling authorities. At the time of extension of approval, the college will submit one affidavit to the AICTE in which the college has mentioned that they will not ask the fees for the remaining years from the student if any student leaves the college in-between. If your letter to the college does not bear fruit, then approach the AICTE. You can file the online compliant to the AICTE. The online grievance cell is who will handle your grievance.
