You may get the DTCP approval by filing an application for conversion of approval by the DTCP and paying the differential developmental fee. Henceforth, you may sell the same. Till the approval is obtained, your sale agreement is conditional.If the house proposed is less than three floors the local body (Gram panchayat or municipality) approves the plan. For high rise buildings, an application is submitted to DTCP through local body. DTCP verifies the plan and gives approval.you cant get the CMDA approval at this stage the Madrass high court is applicable to the CMDA also the high court has directed the state govt to draft some police to tackle this issue,so wait for some more time.

Only Two Approval body is there, one is D.T.C.P (Directorate of Town and Country Planning which was established 1972, The second one is C.M.D.A (Chennai Metropolitan Development Authority,) which was established on 1981.CMDA has the authority for approval only Chennai and Chennai surroundings.DTCP has the authority for approval all over Tamil Nadu expect Chennai.Legally there is no Panchayat Approval in System,Panchayat have only power to give building plan approval for below one ground land which already have Dtcp Land approval.

his is common in all Panchayat.Approved and registered engineer of the concerned Panchayat will be there. Even if you make your house plan with great architect , that can’t be submitted to the Panchayats. If you approach the registered engineer they themselves will give you the complete set of application to be submitted. You have to take two Demand drafts one covering the fees and other covering the labours insurance .
