How can a minor acquire passport if both parents are dead or not available?

A minor’s passport is valid for five years or till he attains 18 years, whichever is earlier. However, minors aged between 15 and 18 years may apply for a 10-year passport instead of a passport which is valid till they turn 18.

You can show them the death certificate of your father if you have that.

Children of Parent(s) who reside abroad can show these proof:The Proof of present address, Proof of date of birth, Declaration confirming the particulars furnished in the application as per Annexure D. Declaration confirming the particulars furnished in the application as per Annexure C. You can explain your situation and still if they do not comply, you can scan the letter and ask your mother to fill it and you can give the same in passport seva kendra.

There are provisions if a parent or both parents are unavailable or dead to get the passport. You can include or exclude the name of your father from passport as per your wish. You can submit Aadhar Card/E-Aadhar having your Date of Birth as proof instead of birth certificate now as well. The charges to apply for a minor’s passport is INR 1000 and INR 3000 for tatkaal passport.
